Why are we introducing this programme?
Many customers, despite statutory obligations, did not carry out the certification of their heat meters within the required timeframe. This led to billing issues for entire housing communities and the need to apply less favourable billing methods.
To ensure consistency, safety and comfort for all our customers, we are introducing a system-based solution: the transfer of meters into SEC’s ownership, together with full responsibility for their operation.
How does it work?
Once the relevant annex to the comprehensive agreement has been signed, the meter becomes the property of SEC. From that point on, all responsibilities related to servicing, certification and any replacement of the device are transferred to our company.
The customer no longer bears the risk arising from delays in meter certification and does not need to plan high one-off expenses related to meter replacement (in some cases as much as PLN 1,500–1,700).
What is meter certification?
Certification is a mandatory technical inspection confirming that the meter operates correctly and in compliance with legal requirements.
How often does this need to be done?
In accordance with the applicable legal regulations, heat meters must be certified every five years, and it is your responsibility to ensure this.

This solution eliminates the formal and financial obligations associated with meter management, while ensuring reliable billing and the continuity of the heating system.

Process of joining the Programme
Joining the Programme requires signing an annex to the existing comprehensive agreement. We enable this process to be completed in a convenient way:
- in-person signing at the Customer Service Office,
- signing by post.
From the moment the documents are signed, all responsibilities are transferred to SEC and the customer does not need to take any further action.
In the case of multi-unit properties, the solution will be agreed with building managers or housing communities.

What is the SEC heat meter takeover program?
SEC offers customers the option to transfer responsibilities related to the certification and replacement of heat meters. In return, following the formal takeover of the meters, SEC will be responsible for their operation, with the costs included in the customer service charge. The programme makes it easier for customers to manage costs and ensures timely certification and replacement of the devices.
Why is the SEC introducing this program?
Many customers fail to have their meters certified on time, which results in a change to less favourable billing methods across the entire billing system, for example for the whole building.
What are the benefits for the customer?
No need to incur a high one-off cost for meter certification or replacement (in some cases as much as PLN 1,700 net).Assurance that the meter will always be certified and replaced within the required timeframe.Billing according to actual heat consumption.
What will the program cost to the client?
The costs will be included in the heat bills as part of the customer service charge and will amount to approximately several dozen PLN per month, depending on the contracted capacity.
For example: a four-person family in the Barbakan housing estate, 72 sq m apartment. The customer service charge will increase by PLN 15.44.
Why will the customer service fee increase and not be introduced as a separate item on the invoice?
In accordance with the applicable provisions of the Energy Law, the customer service charge covers various elements related to the performance of the comprehensive heat supply agreement. This charge includes, among other things, customer service and the maintenance of infrastructure. Therefore, under the applicable regulations, this is the appropriate place for including the meter service charge.
Will the fee increase be linked to the ordered capacity?
However, the differences will not be significant. On average, each tariff group will bear similar programme costs.
Can I withdraw from the program after some time?
Yes, the customer may withdraw from the programme; however, this will require the buy-back of the metering devices taken over by SEC and the customer’s assumption of responsibility for their certification and replacement.
What will the process of signing annexes to the contract look like?
Each interested customer will receive two copies of the annex, with a request to sign and return them to SEC. This may also be done at the Customer Service Office (CSO). In some housing communities, the property manager will propose a convenient solution for signing the agreements. A condition for the Programme to come into force within a given community will be that the annexes are signed by a majority of residents. Once this condition is met, the annexes will be finally signed and returned to you.
How long will it take for the SEC to seize the meters?
This is a long-term process carried out in stages. The actual process of replacement or certification may take from several weeks to several months, depending on the implementation schedule. However, from the moment the annex/agreement is signed, all responsibilities related to the meters are transferred to SEC and you no longer need to deal with them. SEC assumes full responsibility for carrying out the entire process.
What happens if a customer does not join the program?
The customer will still be required to independently ensure the certification and replacement of the meter. If the meter loses its certification, SEC, in accordance with the applicable legal regulations, will impose additional charges on such a customer or, as a consequence, terminate individual contracts and enter into comprehensive agreements with the respective Housing Communities.
